PAP: Embrace Otuaro's Reforms to Sustain and Expand Programme, Gen. Ogidigba Urges Amnesty Delegates By Wilson Macaulay
The National Chairman of the Presidential Amnesty Programme (PAP) Phase 3, General Godstime Ogidigba, has called on all genuine ex-agitator leaders and beneficiaries of the programme to embrace and support the ongoing reforms being implemented by the Administrator of the Presidential Amnesty Programme, Chief Dennis Otuaro, describing them as essential to sustaining and expanding the initiative for the benefit of the Niger Delta region.
In a statement signed by General Godstime Ogidigba and made available to journalists on August 6, 2026, the Phase 3 National Chairman said the reforms being championed by Chief Otuaro are laying a solid foundation for the future by investing in education, leadership development, vocational training and human capital development for Niger Delta youths.
According to Ogidigba, the PAP Administrator is building a new generation of educated, skilled and visionary leaders who will drive sustainable peace, economic prosperity and inclusive development across the Niger Delta.
He paid glowing tribute to the founding leaders of the Niger Delta struggle whose sacrifices culminated in the proclamation of the Presidential Amnesty Programme by the late President Umaru Musa Yar'Adua, of blessed memory, noting that their commitment laid the foundation for the relative peace and stability currently enjoyed in the region.
While acknowledging the invaluable contributions of those pioneer leaders, Ogidigba urged genuine ex-agitator leaders and beneficiaries to make further sacrifices by supporting the ongoing reforms aimed at strengthening and expanding the programme to accommodate more deserving beneficiaries.
He also appealed to delegates to embrace the ongoing leadership development initiatives and the proposed vocational training and empowerment programmes, expressing confidence that the interventions would equip beneficiaries with practical skills, promote entrepreneurship, improve livelihoods and foster sustainable economic independence.
General Ogidigba maintained that the achievements recorded so far under the leadership of Chief Dennis Otuaro have continued to consolidate peace, strengthen stability and promote sustainable development throughout the Niger Delta, while restoring confidence in the Presidential Amnesty Programme.
He reaffirmed the commitment of the Phase 3 leadership to working closely with the PAP Administrator to advance reforms that will deepen human capital development, broaden economic empowerment opportunities and secure lasting peace, stability and prosperity for the people of the Niger Delta.
