Amnesty Leaders Laud Otuaro's Reforms, Seek Immediate Vocational Training and Empowerment for Ex-Agitators

 









The leadership of the Presidential Amnesty Programme (PAP) Leaders Forum has commended the Administrator of the Presidential Amnesty Programme, Dennis Otuaro, for what it described as his remarkable commitment to the welfare, education, and human capital development of ex-agitators and stakeholders across the Niger Delta.

The commendation was contained in a statement signed by the National Chairman of Phase Three Amnesty Programme, General Godstime Ogidigba, who praised the administrator for implementing policies aimed at improving the lives of former agitators while promoting sustainable peace and development in the oil-rich region.

According to the forum, the administration of Dr. Otuaro has recorded significant milestones, particularly in the area of educational advancement. It noted that more than 1,000 beneficiaries are currently pursuing higher education in universities and tertiary institutions across Nigeria and abroad under the Presidential Amnesty Programme's scholarship scheme.

The group further applauded the Amnesty Office for successfully organizing six batches of leadership and stakeholders' training programmes, covering leadership development, Alternative Dispute Resolution (ADR), peacebuilding, conflict management, and human capacity development.

General Ogidigba said these initiatives have strengthened the capacity of ex-agitator leaders to contribute meaningfully to peacebuilding, community development, and conflict prevention within the Niger Delta.

He described Dr. Otuaro's unwavering commitment to securing a brighter future for young people in the region as both commendable and visionary, adding that genuine ex-agitators remain firmly behind the administrator's efforts to reposition the Presidential Amnesty Programme as a catalyst for sustainable development.

"We express our confidence and satisfaction in the exceptional performance of the Administrator of the Presidential Amnesty Programme. His commitment to educational scholarship, leadership development, peacebuilding, and human capacity development demonstrates genuine concern for the future of the Niger Delta. We fully support his administration's developmental agenda," the statement said.

While applauding the achievements recorded so far, the forum appealed to the Amnesty Office to extend its intervention programmes by introducing comprehensive vocational and skills acquisition training for registered Amnesty delegates.

According to the leaders, many delegates still depend largely on the monthly stipend of ₦65,000, a situation they believe can be addressed through targeted vocational training, entrepreneurship development, and empowerment initiatives capable of creating sustainable livelihoods.

General Ogidigba urged Dr. Otuaro to use his office to prioritize vocational education and empowerment programmes that would equip beneficiaries with practical skills in various trades and industries, thereby reducing unemployment and promoting economic self-reliance among former agitators.

He stressed that such initiatives would not only improve the standard of living of beneficiaries but also consolidate the gains already recorded by the Presidential Amnesty Programme in maintaining peace and stability across the Niger Delta.

"The introduction of vocational training and empowerment programmes will provide delegates with opportunities to acquire employable skills, establish businesses, and become financially independent instead of relying solely on monthly stipends," he said.

The forum reaffirmed its loyalty and unwavering support for the current leadership of the Presidential Amnesty Programme, assuring Dr. Otuaro of continued collaboration in advancing peace, security, and sustainable socio-economic development throughout the Niger Delta.

It maintained that expanding vocational training alongside existing educational and leadership programmes would further strengthen the programme's impact and deepen the Federal Government's commitment to lasting peace and inclusive development in the region.
