Delta PAPC Raises Alarm Over Illegal Bomadi Congress, Reaffirms Ogidigba as Sole National Leader

The Delta State chapter of the Presidential Amnesty Programme Council (PAPC) has raised a strong alarm over what it described as an illegal and unauthorized congress held on April 19, 2026, in Bomadi Town, warning that the development poses a serious threat to the stability of the Presidential Amnesty Programme (PAP) Third Phase.

In a press release signed by the Delta State Chairman of PAPC, Gen. Simple Kosie, the council, speaking on behalf of stakeholders, delegates, and beneficiaries, unequivocally condemned the gathering, describing it as a factional move aimed at undermining the existing leadership structure of the programme. He stressed that the purported emergence of Preye Ekpebide as “National Chairman” is null, void, and unacceptable.

Kosie noted that such parallel leadership claims are in direct violation of the established governance framework guiding the Third Phase Amnesty Programme. He warned that individuals or groups engaging in such acts are not only creating confusion but are also jeopardizing the benefits and entitlements due to legitimate delegates under the scheme.

Reaffirming the council’s position, the PAPC chairman declared that there is only one duly elected and widely recognized National Chairman of the Third Phase PAP, Gen. Ogidigba Gostime Ogidigba. According to him, Ogidigba has consistently demonstrated credible leadership, commitment, and a strong sense of responsibility in managing the affairs of the programme.

He further cautioned that the proliferation of factional groups and self-acclaimed leaders constitutes a direct threat to the peace, unity, and trust that currently exist among delegates and beneficiaries. Kosie emphasized that such actions could derail the progress recorded so far if not urgently checked.

The statement concluded with a firm warning to all those involved in the alleged illegal congress to desist from further actions capable of destabilizing the programme. He urged all stakeholders to close ranks and support the legitimate leadership under Ogidigba, insisting that unity and adherence to due process remain critical to sustaining the gains of the Presidential Amnesty Programme.
