According to him, rewarding hardworking civil servants is one of the most effective ways of encouraging higher performance, boosting morale and strengthening confidence in government.
He noted that the 13th-month salary is more than a financial incentive, describing it as a symbolic expression of appreciation to over 60,000 civil servants whose daily sacrifices ensure the smooth functioning of government institutions across the state.
General Oloye observed that Governor Oborevwori has consistently distinguished himself as a leader who values the welfare of workers, adding that his administration has continued to implement practical policies aimed at improving the living standards of civil servants, pensioners, youths, women and vulnerable citizens.

"A government that values its workforce is building a stronger future for its people. When workers are appreciated, productivity increases, industrial harmony is strengthened and the dividends of good governance become more visible to the citizens.
"His Excellency has demonstrated once again that under the MORE Agenda, governance is centred on people, compassion and sustainable development. This decision will remain one of the defining milestones of his administration's commitment to workers' welfare," General Oloye declared.
The Special Assistant further remarked that Governor Oborevwori's administration has continued to set impressive standards in responsive governance through timely attention to workers' welfare, infrastructural development, human capital investment and enhanced security initiatives.
He noted that the governor's consistent prioritization of civil servants has created renewed confidence within the public service while fostering a stronger partnership between government and its workforce.
General Oloye also commended the governor for his broader vision of improving the quality of life of Deltans through affordable housing initiatives, youth empowerment programmes, economic development projects and strategic investments in peace and security.
